Georgia Power Announces Plans to Decertify Two Coal Generating Units

/PRNewswire/ -- Georgia Power expects to request approval from the Georgia Public Service Commission to decertify two coal-generating units totaling 569 megawatts, the company announced Wednesday.

The request to decertify units 1 and 2 at Plant Branch in Putnam Co. will be included in Georgia Power's updated Integrated Resource Plan filing with the commission in late summer. The company expects to ask for decertification of the units as of the effective dates of the Georgia Multipollutant Rule, which are currently anticipated to be Dec. 31, 2013 for unit 1 and Oct. 1, 2013 for unit 2.

The decision to decertify the units is based on a need to install environmental controls to meet a variety of existing and expected environmental regulations.

"After an extensive analysis of the cost to comply with environmental regulations, we have determined the continued operation of these units would be uneconomical for our customers," said Georgia Power President and CEO Paul Bowers. "This decision is in keeping with our focus to provide affordable and reliable electricity for our customers."

Georgia Power will continue to evaluate existing and expected federal and state environmental rules involving air emissions, water treatment, and coal ash and gypsum to determine the economics of installing additional environmental controls on generating units at other Georgia Power plants, including Plant Branch units 3 and 4.

Georgia Power currently operates 9,686 megawatts of coal-fueled generation at 10 plants across the state.

The commission is expected to vote on the decertification request in spring 2012.

Georgia Power to Expand Solar Energy Capacity

/PRNewswire/ -- Georgia Power today (October 5) received approval from the Georgia Public Service Commission (PSC) for a new tariff that will nearly double the amount of solar energy the company purchases to supply its Green Energy Program.

The Solar Purchase Tariff will allow Georgia Power to purchase an additional 1.5 megawatts (MW) of solar capacity from customers at 17 cents per kilowatt-hour (kWh) for generating facilities designed to produce less than 100 kilowatts. Customers who sell solar under the new tariff must agree to share all cost and operational information with Georgia Power so that the company can gain experience in solar electricity generation.

The company will also issue a request for proposals (RFP) for an additional 1 MW of solar capacity with no project size restriction. Georgia Power will consider solar proposals in this RFP with a price of 15 cents per kWh or less.

Georgia Power will use this solar energy to supply the Premium Green Energy product. Customers can purchase 100-kilowatt-hour blocks of Premium Green Energy with a 50 percent solar component for $5 per block or Standard Green Energy, generated from biomass sources, for $3.50 per block.

Since Georgia Power began the Green Energy program in October 2006, nearly 4,200 customers have committed to purchase approximately 3.8 million kilowatt-hours of green energy, or enough electricity to power approximately 3,800 homes using 1,000 kilowatt-hours a month.

"Since we began offering customers a 50 percent solar option, we've added almost 1,000 new blocks of the Premium Green Energy product to the program," said Angela Strickland, director of Energy Efficiency. "By increasing our solar capacity in the program to 5.4 MW, we hope to keep pace with the significant growth of solar purchases by our customers both now and in the future."

Georgia Power will continue to offer its Renewable-Non Renewable Resources (RNR) tariff to customers who use their solar facilities to either offset their electricity bill or who sell the power back to Georgia Power at the company's solar avoided cost.

Georgia Power's Solar Purchase Tariff and revised RNR tariff will go into effect Jan. 1, 2011.

Southern Company Captures CO2 at Georgia Power Plant; Research Milestone is a First for Company

/PRNewswire/ -- Southern Company has captured carbon dioxide from one of its power plants for the first time, a milestone that significantly advances the development of technology considered crucial to reducing greenhouse gas emissions from power generation.

The research accomplishment was achieved this month at subsidiary Georgia Power's Plant Yates near Newnan, Ga.

The pilot-scale project at Plant Yates, which uses a capture system developed by Mitsubishi Heavy Industries (MHI), will provide additional process improvements before the technology is demonstrated next year at a much larger 25-megawatt scale at Plant Barry, which is owned and operated by Southern Company subsidiary Alabama Power near Mobile, Ala.

During the pilot at Plant Yates, a small amount of carbon dioxide (CO2) was captured, using a solvent that absorbs CO2, and then returned to the plant's flue gas. At Plant Barry, the carbon dioxide will be compressed and transported via pipeline to deep underground storage formations.

"Capturing CO2 from an operating power plant is an important step forward in our efforts to develop effective and cost-efficient technologies to reduce carbon dioxide emissions while ensuring a continued reliable and affordable supply of electricity for our customers," said Chris Hobson, Southern Company chief environmental officer. "Along with our other carbon capture and storage research initiatives, our success here will help us move closer to the ultimate goal of commercial deployment."

Southern Company is a participant in several major research initiatives to advance the development of carbon capture and storage technology, a key component in the nation's effort to reduce greenhouse gas emissions.

In addition to the projects at Yates and Barry, Southern Company operates the National Carbon Capture Center for the U.S. Department of Energy near Birmingham, Ala., and its subsidiary Mississippi Power is building an advanced commercial-scale coal gasification power plant in Kemper County, Miss., that will include carbon capture and re-use for enhanced oil recovery. Other carbon capture and storage projects are under way or completed at other Southern Company facilities.

The test at Plant Yates will help confirm MHI's emission-control design and provide other findings important to the much larger-scale work next year at the Plant Barry test, which represents one of the industry's largest demonstrations of a start-to-finish power plant carbon capture and storage system.

Georgia Power Now Offering Free Online Energy Audit

PRNewswire/ -- In less than 10 minutes, Georgia Power customers can take the guesswork out of determining where their electricity dollars go each month.

An online energy-audit tool, or "Home Energy Calculator," was developed by Atlanta-based APOGEE Interactive to provide residential customers a way to determine where the most energy is consumed in their homes - from air conditioners to refrigerators - and what they can do to reduce their energy consumption.

The customized calculator was developed for Georgia, and reflects the state's most common home construction, weather patterns and typical home appliances used by most residents.

Southern Company, DOE Agree to Conditional Nuclear Loan Guarantee Terms

PRNewswire -- Southern Company Chairman, President and CEO David M. Ratcliffe on June 18 announced that the company's Georgia Power subsidiary has reached an agreement with the U.S. Department of Energy (DOE) to accept terms for a conditional commitment for loan guarantees.

"This will provide Georgia Power customers significant savings," said Georgia Power President and CEO Mike Garrett.

President Obama and DOE Secretary Steven Chu announced the award of the conditional loan guarantees to Georgia Power on February 16.

"This is another step forward on the road to nuclear power playing a prominent role in America's energy future," said Ratcliffe. "Nuclear energy is vital in any effort to make meaningful reductions in greenhouse gas emissions and meet this nation's rising demand for electricity. This conditional commitment is an endorsement of the company's performance as a safe, efficient nuclear operator with strong financial integrity."

The new units will be located at Plant Vogtle near Waynesboro, Ga., where the company already owns and operates two nuclear units. The conditional commitment is for loan guarantees that would apply to future borrowings related to the construction of Vogtle units 3 and 4.

Total guaranteed borrowings would not exceed 70 percent of the company's eligible projected costs, or approximately $3.4 billion, and are expected to be funded by the Federal Financing Bank. Any guaranteed borrowings would be full recourse to Georgia Power and secured by a first priority lien on the company's 45.7 percent ownership interest in the two new units.

Final approval and issuance of the loan guarantees are subject to receipt of the Combined Operating License from the U.S. Nuclear Regulatory Commission (NRC), completion of final agreements, the receipt of any other required regulatory approvals and satisfaction of other conditions. The company received an early site permit and limited work authorization from the NRC for the two additional units in 2009, and site work has begun.

The additions of units 3 and 4 are expected to produce approximately 3,500 jobs during construction and 800 permanent jobs once the units begin operation.

Along with Georgia Power's existing portion of the two 1,100-megawatt reactors, the remaining ownership is split among Oglethorpe Power Corporation, the Municipal Electric Authority of Georgia and Dalton Utilities. Georgia Power's share of the project cost is currently projected at approximately $6.1 billion, which includes approximately $1.7 billion of financing costs to be collected during construction.

The DOE loan guarantees are expected to save Georgia Power's customers millions in interest costs annually over the expected life of any guaranteed borrowings, based on preliminary estimates. The actual amount of the interest savings will depend upon the final terms and the timing of the specific borrowings and cannot be determined at this time.

Units 3 and 4 are expected to begin commercial operation in 2016 and 2017, respectively. Southern Nuclear, a subsidiary of Southern Company, will oversee the construction as well as operate the two new units for Georgia Power and the other owners. Southern Nuclear currently operates Plant Vogtle's two existing nuclear power units as well as Georgia Power's Plant Hatch nuclear facility near Baxley, Ga., and Alabama Power's Plant Farley nuclear facility near Dothan, Ala.

Georgia Power's Green Energy Program Redesigned to Include More Solar Power

/PRNewswire/ -- Georgia Power received approval April 20 from the Georgia Public Service Commission (PSC) to modify its Green Energy program, giving customers more solar options.

At the request of PSC Commission Chair Lauren "Bubba" McDonald, the program has been redesigned to include the following:

Premium Green Energy - This option will now contain 50 percent solar energy at a cost of $5 per 100-kilowatt-hour (kWh) block. The option previously cost $4.50 per 100 kWh block and contained 10 percent solar energy.

Under the revised program, the Standard Green Energy, Large Volume Purchase and Special Events Purchase options remain unchanged.

In addition to these changes, the PSC also approved Georgia Power raising the solar capacity cap under its Renewable Non Renewable (RNR) tariff from 1.5 megawatts (MW) to 2.5 MW. The company will now purchase solar energy from customers through this tariff at a new price of 17 cents per kWh.

Georgia Power and the Commission worked together to develop a new mechanism that will automatically raise the solar capacity cap as participation in the Green Energy program grows. Under this mechanism, for every 219 blocks of Premium Green Energy that are purchased by customers, Georgia Power will purchase an additional 100 kW of solar energy through the RNR tariff.

"With the latest changes in our Green Energy program we hope to make solar energy more attractive to our customers," said Angela Strickland, Georgia Power's director of Energy Efficiency and Conservation. "The new mechanism we've developed will ensure that we're keeping pace with customer demand for solar in a cost-effective manner."

Electricity generated for the Green Energy program helps grow the renewable resource base in Georgia and the Southeast and expand the market for renewable energy credits (RECs). RECs are created when a renewable energy facility generates electricity or uses renewable fuel. Customers who purchase RECs through the Green Energy program are paying for the benefit of displacing other non-renewable sources from the electric grid.

Changes to Georgia Power's redesigned Green Energy program and RNR tariff will go into effect June 1, 2010.

Georgia Power Leads the Nation in ENERGY STAR(R) Campaign

/PRNewswire- -- For the second consecutive year, Georgia Power has been recognized as the nation's top pledge leader for driving energy efficiency awareness under the U.S. Environmental Protection Agency's (EPA) "Change the World, Start with ENERGY STAR" campaign, which encourages consumers to take small steps that make a big difference to save energy and help the environment. This year, Georgia Power collected 145,751 pledges from consumers through its local offices, energy efficiency fairs and community outreach events.

Georgia Power wins ENERGY STAR(R) Partner of the Year for Program Delivery

/PRNewswire/ -- Georgia Power has earned the 2010 ENERGY STAR Partner of the Year award for Program Delivery from the U.S. Environmental Protection Agency (EPA) and Department of Energy (DOE) in recognition for educating and delivering energy efficiency programs to consumers throughout Georgia. Georgia Power will accept the award on March 18, 2010.

This is the fourth consecutive year ENERGY STAR has recognized the company for its energy efficiency achievements. This is the first time Georgia Power has won Partner of the Year. Previously, the company has won the Excellence in ENERGY STAR Promotion Award in 2007, 2008 and 2009.

Being named Partner of the Year is a considerable accomplishment, with only a few utilities earning this level of recognition. This year's award, which is a higher honor than the previous three years, recognizes the combined marketplace impact of our ENERGY STAR programs. These include customer education, qualified products, New Home and Home Performance.

"We are proud of our partnership with ENERGY STAR and our efforts to increase awareness of energy efficiency among consumers and the number of people participating in our programs," said Angela Strickland, director of Energy Efficiency and Conservation. 2006 and was recognized as the National Pledge Leader for the 2008-2009 campaign. In 2009, more than 90,000 CFLs were distributed and since 2006 more than 450,000 CFLs have been given in exchange for a pledge.

recycling more than 9,000 old refrigerators and freezers since August

Southern Company Receives DOE Support for Nation's First Nuclear Units in 30 Years

/PRNewswire/ -- Southern Company announced Tuesday that the U.S. Department of Energy (DOE) has offered its subsidiary Georgia Power a conditional commitment for loan guarantees for the construction of the nation's first nuclear power units in more than 30 years, a move designed to help spur a renaissance in America's nuclear industry.

"We are honored by the administration's confidence in our ability to build the nation's first new nuclear power plant in more than three decades," said Southern Company CEO David Ratcliffe, following an event at which President Obama and Secretary of Energy Steven Chu announced the award. "It's an important endorsement in the role nuclear power must play in diversifying our nation's energy mix and helping to curb greenhouse gas emissions."

President Obama and Secretary Chu announced the commitment for the loan guarantees at a news conference held at the International Brotherhood of Electrical Workers Local 26 in Lanham, Md. Ratcliffe was joined at the event by Georgia Power CEO Mike Garrett, Southern Company COO Tom Fanning, Southern Nuclear CEO Jim Miller and Southern Company Executive Vice President Chris Womack.

The new units will be located at Plant Vogtle near Waynesboro, Ga., where the company already owns and operates two nuclear units. The conditional commitment is for loan guarantees that would apply to future borrowings related to the construction of Vogtle units 3 and 4.

Georgia Power has 90 days to accept the conditional commitment, including obtaining any necessary regulatory approvals. The company will work with the DOE to finalize the loan guarantees. New Loan-Guarantee Bailout for New Nuclear Reactors Puts U.S. Taxpayers at Risk as Department of Energy Hands Over Billions of Dollars to 'Poster Child for Cost Overruns'

/PRNewswire/ -- First it was insurance companies, then it was banks and that was followed by auto companies. Now, the federal government is putting U.S. taxpayers and utility customers at new risk under a controversial U.S. Department of Energy (DOE) loan guarantee program that is slated to award $18.5 billion, with Atlanta-based Southern Company predicted to be first on the list for program funds to build two new nuclear reactors at Plant Vogtle in Waynesboro, Georgia.

Ironically, the DOE's "top choice" for the nuclear reactor loan guarantees, which are backed by U.S. taxpayers in the event of defaults, is the very same Plant Vogtle that helped to kill the previous nuclear power boom in the United States in the 1970s and 1980s. Huge cost overruns at the original Plant Vogtle - which escalated from $660 million for four reactors to a whopping $8.87 billion for two - likely played a role in putting the brakes on nuclear expansion plans pursued decades ago in the United States.

Will history repeat itself on Plant Vogtle cost overruns?

Higher bills and costly delays may already be in the works at Plant Vogtle. According to news accounts in early December 2009: "The proposed construction of two new nuclear reactors at Plant Vogtle near Waynesboro could likely have cost overruns and possibly face delays, according to testimony released by the Georgia Public Service Commission. The group monitoring the progress of the new reactors is also being denied access to crucial information about the process, and Georgia Power is not revising economic evaluations based on a variety of factors that include a reduced demand for electricity and cheaper alternatives to nuclear energy, the document says."

Such developments for the proposed new Plant Vogtle reactors could parallel the current fiasco in San Antonio, Texas, where another would-be DOE loan guarantee is facing local rejection of a new reactor project that is plagued with a $5 billion cost overrun that amounts to 27 percent of the initially projected budget.

Dr. Stephen A. Smith, executive director of the Southern Alliance for Clean Energy, points out: "Nuclear power is most certainly not the best path to clean and low-cost energy for the United States. Instead, the first step should be reducing our energy consumption in this country and efficiently using the energy that we do consume, not spending hundreds of billions of Americans' hard-earned dollars on risky new nuclear reactors that will pad the pockets of the nuclear industry even more. Utilities are doing everything they can to shift all of the risks onto ratepayers and U.S. taxpayers. Why? Because the utilities can't afford to do it any other way. The proponents for new nuclear reactors are essentially proponents for more taxpayer-funded bailouts for irresponsible corporations that continue to make bad energy decisions."

Mark Cooper, senior fellow for economic analysis at the Institute for Energy and the Environment at Vermont Law School, says: "2010 will be the seventh year of the so-called 'Nuclear Renaissance,' but it is shaping up to be a lot like the U.S. nuclear industry of the 1980s, a decade of no new orders, multiple delays and cancellations, hefty defaults, and emerging cheaper alternatives. Of 26 new nuclear reactor license applications submitted to the Nuclear Regulatory Commission since 2007, 19 have been cancelled or delayed and every private sector project has suffered a downgrade by credit rating agencies. The reality is that capital markets will not finance new reactors because demand growth has slowed, reactors cost much more than available alternatives and they face too many technology, marketplace, and policy risks; so nuclear advocates have demanded a massive increase in direct federal subsidies to bail the industry out. What we are looking at is the prospect of 'nuclear socialism' that could only go farther if it involved outright state ownership of the industry."

Georgia Power Expands Green Energy Partnership with State's Largest Logistics Base

/PRNewswire/ -- Georgia Power recently signed a two-year contract with Robins Air Force Base to increase the amount of renewable energy the base will use. In order to meet challenging federal renewable mandates for military installations, Robins AFB will purchase 5 percent of the base's annual kilowatt-hour consumption, or more than 16 million kilowatt-hours, of Green Energy annually.

Robins AFB, one of three U.S. Air Force Air Logistics Centers and the largest industrial complex in Georgia, employs a work force of more than 25,584 civilian, contractor, and military members. It is now the largest participant in Georgia Power's Green Energy program, purchasing more than 40 percent of the renewable energy sold through the program. The military base made its most recent purchase through the large volume option of the Green Energy program.

"Robins Air Force Base is proud to support the development of renewable generation in Georgia," said Paul Kelley, director of the Civil Engineering Squadron for Robins Air Force Base.

Green Energy is environmentally friendly electricity generated from sources like the sun, landfill methane and biomass. Customers who participate in the program help reduce the environmental impact of energy production, conserve natural resources and support domestic energy self-reliance. Georgia Power is currently getting most of its electricity for the program from a landfill methane-to-energy plant at the Seminole Landfill in DeKalb County.

"Robins Air Force Base is meeting its renewable energy goals through Georgia Power's Green Energy program," said David Dykes, Georgia Power's federal segment manager. "Their participation is a huge commitment toward the development of renewable energy in the Southeast and a clear demonstration of the Air Force's commitment to renewable energy. Georgia Power, Centers for Disease Control and Prevention Forge Green Energy Partnership

The purchase of more than 364,600 blocks of green energy, or 5 percent of the organization's annual kilowatt-hour consumption, will make the CDC Georgia Power's largest Green Energy customer.

Plant Vogtle Receives Early Site Permit

/PRNewswire/ -- The Nuclear Regulatory Commission today issued an Early Site Permit (ESP) for the two new units of the Vogtle Electric Generating Plant in Waynesboro, Ga. Plant Vogtle is owned by Georgia Power, Oglethorpe Power Corporation, the Municipal Electric Authority of Georgia [MEAG Power] and Dalton Utilities.

The ESP is another step in the Nuclear Regulatory Commission's (NRC) new, streamlined licensing process designed to reduce regulatory uncertainty by completing the process in stages. Completion of the ESP process resolves many site-related safety and environmental issues, determines that the site is suitable for construction of a nuclear energy plant and successfully demonstrates the NRC's licensing process. Southern Nuclear filed an application for the ESP in August 2006.

"This is an important step for the Vogtle project, because the demand for electricity in the Southeast, and particularly in Georgia, will continue to grow," said Mike Garrett, president and CEO of Georgia Power. "The new Vogtle units will help meet our growing energy needs by providing safe, reliable and economical electricity with a zero-emission technology. The project represents a $14 billion capital investment in Georgia that will create thousands of construction jobs and 800 permanent jobs once the units are operational."

"Receiving this ESP on behalf of Plant Vogtle co-owners is a significant accomplishment for Southern Nuclear and for the nuclear industry," said Buzz Miller, executive vice president of nuclear development for Georgia Power and Southern Nuclear. "Southern Nuclear's ESP is the first one in the industry based on a specific technology, the Westinghouse AP1000. In addition to the ESP, in March 2008, Southern Nuclear filed an application for a Combined License (COL) at the Vogtle site. The COL provides one license to construct and operate a nuclear power plant. The COL application is under review by the NRC. Pending appropriate approvals, Unit 3 will begin operating in 2016 and Unit 4 will become operational in 2017.

Georgia Power Launches Solar Research Project

/PRNewswire/ -- Georgia Power's corporate headquarters will begin harnessing the sun in 2009 as the company partners with Southern Company to launch a rooftop solar demonstration program aimed at increasing the use of renewable energy in Georgia.

Adding to the building's energy-efficient construction and architecture, Georgia Power has begun installing seven different commercially viable photovoltaic (PV) panels on its roof to test which solar technologies perform best with Georgia's weather patterns and climate.

The project, funded by Southern Company and Georgia Power, will generate cost and performance data of leading solar technologies and will assist customers interested in purchasing photovoltaic panels for their own homes or businesses. The project will collect data from the panels for a minimum of one year.

Energy generated by the PV panels will partially offset the electricity needs of Georgia Power's corporate headquarters. Each test technology will be capable of producing approximately four kilowatts. Four of the solar technologies have been installed, while the remaining technologies will be implemented as they become available.

"We continue to explore ways to increase our renewable-energy portfolio," said Ervan Hancock, manager of renewable and green strategies. "This solar research project will provide us with valuable data on a small scale of some of the leading-edge solar technologies on the market. What we learn from this project will undoubtedly give better insight into actual performance and economics to further the consideration of solar energy in Georgia."

Georgia Power designed and constructed its corporate headquarters in the 1980s with energy efficiency in mind. The building boasts environmentally friendly features such as:

-- Cantilevered architectural design that allows for the floor above to
shade the windows on the floor below. Aluminum tubes on each floor
indention also aid in reducing solar heat.
-- Heavily insulated windows on the east and west sides of the building
to further reduce solar heat.
-- Fluorescent lamps with electronic ballasts for interior lighting.
-- A 300,000 gallon water storage system that chills water at night
during off-peak electrical demand then runs the chilled water through
a heat exchanger during the day to help cool the building.


The company also recently expanded its Green Energy program to include a premium option that allows customers to purchase renewable energy - 2 percent of which is solar - at a cost of $4.50 per 100-kilowatt-hour block. This solar research project will augment Georgia Power's existing renewable energy strategy.

The company plans to make the solar demonstration production data available to the public via an interactive kiosk that will be set up in the lobby of the corporate headquarters. The kiosk will provide real-time information and up-to-date results, along with Web data. Georgia Power will work with an independent consultant to evaluate the performance of each technology and may consider expanding the project at the end of the evaluation stage.

The agreement, made with the Toombs County Board of Commissioners, calls for a two phase construction plan that will include up to three Biosphere Gasification Systems. An Energy Purchase Agreement with Georgia Power Company was also executed in conjunction with this project which states that Georgia Power Company will purchase the 24 megawatts of renewable energy produced onsite. The Toombs County Project represents the creation of 30 new green collar jobs and approximately $34 million in new capital investment to the State of Georgia.

Southern Company COO Tom Fanning Details Greenhouse Gas Reduction Initiatives

Southern Company (NYSE:SO) Chief Operating Officer Tom Fanning yesterday offered a glimpse of the broad range of initiatives currently under way across Southern Company and its subsidiaries to develop and deploy the technologies needed to reduce greenhouse gas emissions while continuing to provide reliable, affordable electricity to the company's 4.4 million customers across the Southeast.

In remarks delivered to the Southern States Energy Board's Southeast Regional Carbon Sequestration Partnership's 4th Annual Stakeholders' Briefing held here yesterday, Fanning noted that technology solutions to reduce carbon dioxide (CO2) emissions will vary depending on geographic region.

"Southern Company believes that a diverse portfolio of solutions will be necessary to reduce CO2 emissions from power generation." Fanning continued, "As there is no single answer, we are pursuing a number of CO2 reduction strategies including increasing energy efficiency and conservation, bringing more renewables online, and deploying new nuclear and clean coal technologies."

Southern Company subsidiaries Georgia Power and Alabama Power are currently conducting pilot-scale, solar photovoltaic (PV) system demonstration projects to help determine the most promising PV technology for the hot, humid southeastern United States.

Fanning also noted that Georgia Power recently submitted an application to the Georgia Public Service Commission to convert the company's Plant Mitchell, near Albany, Ga., from coal to 100 percent biomass. A decision is expected March 17. If approved, the retooled plant would have 96 megawatts of capacity and be the largest biomass facility in the United States.

In addition, Fanning detailed Mississippi Power's request currently before that state's public service commission to build a state-of-the-art integrated gasification combined cycle power plant that would use technology developed by Southern Company in a joint effort with the U.S. Department of Energy. By providing carbon capture and sequestration, the facility will lead the way to lower-carbon electricity production.

Fanning noted that clean coal, including carbon capture and storage (CCS), increasingly appears to show promise for the future. "The Southeast has large capacity and very secure geologic sequestration potential," he said. "That's one of the reasons Southern Company employs such a robust research and development program related to CCS, including a CO2 pilot injection program at Mississippi Power's Plant Daniel."

Fanning emphasized, however, that existing barriers to commercial-scale operation of CCS such as uncertainty about the cost of carbon capture technology and outstanding regulatory and long-term storage liability issues have yet to be resolved fully. "If we are to continue to take the steps to widely deploy CCS, it is imperative that regulatory frameworks be consistent and fair to all industries."

Bright Idea Will Help Georgia Southern University Save Energy

Georgia Southern University is teaming up with Georgia Power to bring new light to campus.

A project to “re-lamp” Georgia Southern, the first initiative of its kind in the University System of Georgia, will help the campus save energy. It will also bring students, administrators, faculty and staff together to participate in a campus sustainability project.

Starting this week, students will install energy-efficient light bulbs in offices and conference rooms throughout campus. All incandescent bulbs will be replaced with new Compact Fluorescent Lamps (CFLs) in the accent/desk/floor primary lamps.

“This project gives students the opportunity to be a part of the solution to our climate issues and energy waste – and it is literally as easy as changing a light bulb,” said Dr. Lissa Leege, Director of the Office of Sustainability in the Allen E. Paulson College of Science and Technology. “By informing office occupants about CFLs and their value, students take on the role of educators – and it is by teaching and by doing that we truly learn.”

As part of his visit to campus on Feb. 16, actor and activist Ed Begley Jr. will participate in the re-lamping kickoff. Begley will join Georgia Southern President Bruce Grube, University staff and students, and Georgia Power representatives for a brief ceremony at 2:15 at the Marvin Pittman Administration Building, followed by time for questions from the media.

CFL bulbs provided by Georgia Power will be installed in 19 buildings next week in the first of four phases to “re-lamp” the entire Georgia Southern campus. The entire project involves the installation of more than 2,000 of the energy-efficient bulbs.

“If every American home replaced just one light bulb with an Energy Star CFL bulb, we would save enough energy to light more than three million homes for a year, save more than $600 million in annual energy costs and prevent greenhouse gases equivalent to the emissions of more than 800,000 cars,” said Monique Dipple, Georgia Southern University’s Sustainability Coordinator.

Georgia Power Announces Energy-Savings Tips for the Winter

/PRNewswire/ -- Winter is here and with it frigid cold temperatures. Now is the best time to start thinking about ways to save on your energy bill.

To keep warm and cut down on your energy use, try these helpful energy-saving tips around your house all winter.

-- Wrap water pipes. This will reduce heat loss from your hot water lines and help to prevent your pipes from freezing. The best type of wrap to use is "foam pipe wrap" that you can find at hardware stores for an inexpensive price.

-- Caulk or re-caulk around windows and doors. This helps keep the cold out and the heat in. If your caulking is cracked, remove it and reseal with new caulk.

-- Change your air filters. This should be done every month or so to help your unit's air exchange and indoor air quality. Dirty filters can increase your system's operating costs, damage equipment and reduce efficiency.

-- Have your heating or cooling system professionally checked to make sure it is running properly. This can prolong the life of your system, as well as reduce operating costs.

-- Insulate your water heater with at least R-6 insulation. Read your water heater manufacturer's warranty to make sure it's not voided by adding a water heater jacket. Do not cover the pressure release valve when you wrap the water heater.

-- Check weather stripping around doors, windows and between heated and unheated areas of your home - such as garages, basements, attics, etc. A good check to see if stripping needs changing: close your door; if you see light coming through, the stripping needs changing.

-- If you have a gas heater or furnace, make sure you get a carbon monoxide detector before using the unit.

-- Make sure your pilot light (gas furnace) is lighted before the winter season starts. If you are not sure about lighting it yourself, call a heating and cooling professional to do it.

-- Keep the thermostat on your heating system at the lowest comfortable setting. Georgia Power recommends 68 degrees Fahrenheit. On the average, you consume five percent more energy for every degree it's set above 68 degrees. Consider using a programmable thermostat that adjusts the temperature automatically according to your schedule.

-- If you are going away for several days, lower the thermostat to 60 degrees, but not to "off." By setting the thermostat at 60, there will be less strain on your heating system when you return and it's time to reheat the house. Also, having some heat in the house will prevent damage, such as frozen or burst water pipes, from outside freezing temperatures.

-- Keep heating vents and registers clear. Make sure they are not blocked by draperies or furniture. The vents should also be cleaned regularly with a vacuum or broom.

-- Let the sun shine in. On sunny days, open drapes or blinds to allow natural solar heat to warm the house. Keep drapes and blinds closed on cloudy days and at night. Use insulated or heavy curtains on windows facing the north side of the house.

-- Make sure fireplace dampers fit tightly, and keep them closed when not using the fireplace. Add a glass fireplace screen, if possible.

-- Cover bare floors. Carpeting adds to comfort and heat retention, especially if there is little or no floor insulation.

-- Use a humidifier to keep your home more comfortable. Adding moisture allows you to reduce the thermostat setting without feeling colder.

-- Reverse the direction of your ceiling fans to help maintain a comfortable temperature in your home. Check the switch located on your ceiling fan or refer to your owner's manual for the proper direction of rotation.

-- If you have a window air conditioning unit, remove it for the winter months to prevent heat from escaping through and around the unit. If it can't be moved, put a cover over it to prevent drafts.

-- Check the R-value of insulation in your home. For existing homes, Georgia Power recommends R-30 in the ceiling, R-13 in the walls and R-11 in the floor for maximum comfort and energy efficiency. R-value is a measure of resistance to heat flow.

Georgia College Football Game Goes Green

When rival football teams from the University of Georgia and Georgia Tech take the field Nov. 29 in Sanford Stadium for one of the biggest games of the year, the grass in the stadium won't be the only thing that's green.

The University of Georgia has partnered with Georgia Power who will provide Green Energy for the game. It will be the first time that electricity for a University of Georgia football game has been generated completely by renewable sources.

"The University of Georgia is an emerging leader in research on development of renewable energy sources, and we are significantly lowering energy usage on campus through conservation and use of alternative sources," said UGA Athletic Director Damon Evans. "Using electricity from the Green Energy program fits well with our commitment to energy conservation and we are pleased to join with Georgia Power in this innovative program."

By using environmentally friendly Green Energy, UGA will help protect the environment, conserve natural resources, help promote the use of renewable energy in Georgia and support domestic energy self-reliance.

"Georgia Power looks forward to providing Green Energy for one of the great annual match-ups in college football," said Chris Womack, Georgia Power's Executive Vice President of External Affairs. "This partnership demonstrates the University of Georgia's commitment to the development of renewable energy in the state."

The electricity for the game will displace traditional forms of energy such as coal and natural gas from the power grid. The majority of the electricity in Georgia Power's Green Energy program currently comes from the Seminole Landfill methane gas facility in DeKalb County.

Since Georgia Power began the Green Energy program in October 2006, almost 4,000 customers have committed to purchase in excess of 18 million kilowatt-hours of Green Energy annually. Residential customers can purchase 100-kilowatt-hour blocks of Green Energy for $3.50 per block, which is added to their monthly electricity bill.

Founded in 1785, the University of Georgia is America's first chartered state university and Georgia's largest and most comprehensive educational institution.

Georgia Power Seeks Approval for Coal Plant Conversion to Biomass

PRNewswire/ -- Georgia Power today asked the Georgia Public Service Commission (PSC) for approval to convert coal-fueled Plant Mitchell to renewable wood biomass.

Upon conversion, Plant Mitchell - near Albany - would be capable of producing 96 megawatts of renewable energy - or enough electricity to power 60,000 homes. The plant would have lower emissions, and would be one of the largest wood biomass plants in the United States. It would also have lower fuel and operating costs when compared to continued operation using coal, thereby making the plant more cost-effective for customers.

Surplus wood fuel for Plant Mitchell would come from suppliers operating within an approximately 100-mile radius of the plant.

"Georgia Power is taking an important step toward continued diversification of its fuel sources and making renewable energy more affordable for customers," said Mike Garrett, Georgia Power president and CEO. "By converting Plant Mitchell to biomass, we hope to not only help grow the renewable resource base in Georgia but also to expand the market for renewable energy credits, which ultimately will foster additional renewable energy development."

Renewable energy credits are created when a renewable energy facility generates electricity or uses renewable fuel. The PSC is expected to rule on the proposal to convert Plant Mitchell to biomass by spring of 2009. Retrofit construction would begin by spring of 2011 and the biomass plant would likely begin operations in June 2012.
